Residents of Woolwich Township can expect a modest increase in their property taxes as the municipality moves forward with a 2025 budget designed to support growth while maintaining affordability. Homeowners will see an average increase of approximately $9.66 per month on their property tax bills.
Approved this week, the budget focuses on expanding infrastructure, maintaining core services, and planning for the township’s future needs.

Mayor Sandy Shantz emphasized that the budget reflects Woolwich’s commitment to affordability while recognizing the pressures of a growing population.
“Woolwich Township is one of the fastest-growing communities in Waterloo Region,” she said in a media release. “This budget ensures we can continue meeting the needs of our residents while laying the groundwork for long-term prosperity.”
Key Investments
The multi-million-dollar budget prioritizes critical infrastructure, including:
- Road and bridge repairs to keep up with increasing traffic demands.
- $525,000 for municipal facilities to address aging infrastructure.
- Reliable essential services, such as water supply and snow removal, to maintain day-to-day operations without disruption.
Sustainable Planning and Community Support
With rising costs and growing service demands, the township maintains that its tax rates remain among the lowest compared to similar communities.
“The budget allows Woolwich to meet today’s needs while ensuring a solid foundation for the future,” Shantz added.
In addition to infrastructure improvements, Woolwich is also:
